4.1.4 Assign Staff to Oversee the Project
Designating a staff member to oversee the project is a critical factor to success.
Sufficient time and resources should be allocated for staff to undertake the
following:
• Survey current operational practices and site conditions;
• Educate stakeholders and foster collaboration among various parties, such
as Education Bureau, Government Departments, School Board, Parent
Teacher Association, principal, teachers, students, alumnus;
• Prepare client brief (outlining school’s expectations of the project);
• Tender administration;
• Funding application;
• Coordinate with project team and contractor on technical and construction
issues;
• Monitor project progress;
• Testing and commissioning;
• Monitor the green performance of the system and the school;
• Implement operations and maintenance; and
• Request contractor to provide necessary training to maintenance staff of
schools.
