The green building movement is a priority, not only here

in Hong Kong but worldwide. In 2015, the Environment

Bureau launched the Energy Saving Plan for Hong Kong’s

Built Environment 2015~2025+. This important document

outlines a number of key actions for promoting green

building, and for reducing the city’s energy intensity by 40%

by 2025. This is in line with the spirit of the Paris Agreement

reached at the COP21 at the end of last year, which commits

all participants to the “two-degree target”.

In keeping with this global movement toward greener, more

sustainable development, the Government of the HKSAR

will continue to proactively formulate policy initiatives that

help combat climate change. In an urban area like Hong

Kong, the green building movement has a central role to

play. However, Government alone can never be enough

to promote green building in the community and win the

support of all stakeholders. That’s why the Green Building

Award is so important. Organised by the HKGBC and

PGBC, the Award not only gathers industry stakeholders and

experts to exchange ideas and experiences, it also offers

well-deserved recognition to those in the industry who are

making a real contribution to green building development.

The Government of the HKSAR is dedicated to the continued

promotion and facilitation of green building development.

Through the joint efforts of the Government, HKGBC, PGBC

and all stakeholders, Hong Kong would become more

liveable and low carbon in future. I would like to congratulate

both the HKGBC and PGBC on the success of GBA 2016,

and all award winners for helping to lead the way to a more

sustainable built environment.

推動綠色建築發展無論在本港還是海外均已屬刻不容緩之舉。

環境局在 2015 年推出《香港都市節能藍圖 2015~2025+》，

重點勾划推廣綠色建築的各項主要工作，以達致於 2025 年

減少能源強度四成的目標。此目標實與去年巴黎氣候變化大

會上，各國代表促成《巴黎協議》中「兩度目標」的精神一

脈相承。

為了與國際同步，共同邁向更綠色、更可持續的發展模式，

特區政府將為應對氣候變化推出連串政策措施，而綠色建築

發展對香港所處的都市環境更是舉足輕重。不過，單單只有

官方力量，絕不足以使社會各界響應綠色建築發展，因此環

保建築大獎的設立尤為重要。這個由香港綠色建築議會與環

保建築專業議會合辦的殊榮，既可匯集業界各方專才，互相

砥礪交流經驗，更向為綠色建築發展盡心盡力的同業，給予

實至名歸的肯定。

特區政府將一如以往，致力推動和促進綠色建築發展。我深

信在政府、香港綠色建築議會、環保建築專業議會及業界同

人攜手同心下，將會令香港成為一個更宜居的都市，共享低

碳未來。最後，我謹此向香港綠色建築議會及環保建築專業

議會成功舉辦環保建築大獎 2016，以及各得獎者為創建可持

續建築環境的傲視同儕的貢獻，衷心致賀。
