Perhaps equally important is that the

exemplary design and performance of

new buildings capture the imagination

of both professionals and the public. An

exciting new building serves as a beacon

for demonstrating innovative design

practices, new technology, and best-practice

behaviour. Hence, we must encourage such

exemplary performance and capture their

demonstration and education value.

• BEAM Plus

– there must be continuous

improvement to the assessment system

by enhancing its scope to cover passive

design, and when the benchmarking

tool is in place, also performance

verification;

• GFA concessions scheme

– is

currently the most significant incentive

for exemplary performance of new

buildings. Our research and stakeholder

engagement consultation have revealed

a number of gaps in the current system

that needs to be reviewed;

• Flexibility in design

- another key issue

identified through the consultation,

especially amongst the professional

groups is a desire to see a more flexible

building controls regulations that allow

more innovative design; and

• Performance verification

- to ensure

that buildings are able to deliver the

performance promised at its design. The

verification drives the process of retro-

commissioning.
