2.5 New Buildings Roadmap
To enhance the minimum performance
of commercial buildings, the focus will be
on enhancing the building energy codes
that target the BSI. On the other hand, the
focus for residential buildings is to facilitate
behaviour change through building designs
(e.g. natural ventilation, improved façade
performance).
• BEC for commercial buildings – the
primary control of minimum standard
will be done through the code. For
comprehensive enhancement of building
performance, the code must not only
be evolved through gradual tightening
of equipment specification, but also by
including more controls that directly
influence energy consumption (kW/ton
of air-conditioning, EUI for particular
building types etc.); and
• Guidelines on Design and Construction
Requirements for Residential Buildings
for Energy Efficiency – is an initiative
that targets building façade and layout
design to enable behaviour change. We
outline some refinements necessary
in the coming years in order for the
Guidelines to make a significant impact.
While the exact path to extensive enhancement of new building design is yet to be determined,
we can select a particular scenario to illustrate the magnitude of the task.
• Improve average Building Services Installation (BSI) EUI of new commercial buildings by 40%
as compared to 2012 new buildings (65% reduction from 2005 average).
