Case Study - Performance verifications in Singapore

• The information submitted in the Singapore annual performance verification is of high level

nature, and is suitable for high level benchmarking: comparing Energy Efficiency Index [EEI

– kWh/sqm/year] after normalising for different building activities and area breakdown.

• For the Three Yearly Audit, the information submitted is significantly more detailed than

the annual submission, on top of the high level benchmark, such as EEI, objective plant

efficiencies are also to be recorded and reported.

• Other than high level EUI type targets, Hong Kong can also consider efficiency based targets

that directly assess the operating performance of cooling equipment.

Summary of Chilled Water Plant Performance

Implementation step

• Stage 1 – Upon project completion

9

9

Checking of documentary evidence, site testing and verification

• Stage 2 – 1 year after Occupation Permit (OP)

9

9

Verification of proposed energy model (i.e. how much energy can be saved)

9

projects

Has the project met all Green Mark

requirements for its target rating?

Validation of energy savings based on

actual building operation and 12-month

energy consumption

Is the committed energy savings achieved?

Green Mark rating is awarded

Developers should rectify all non-

compliances in 3 months

Carry out another validation exercise over

the next 12 months

Is it the first submission?
