From Strategies to Actions:
Specific low carbon planning actions are proposed to be incorporated into the statutory
plan through amendments:
1.
Revise land use plan to support economic restructuring through amending industry
land uses to service uses.
2.
Protect existing forest coverage and implement afforestation plan to increase carbon
sink capacity.
3.
Provide 4 additional public transit only routes.
4.
Increase accessibility to public transit stops within 300 m from households.
5.
Provide electricity charging stations for electric and hybrid cars.
6.
Analyze ratios between jobs and residential units. Propose higher level of Job/
Residence Ratio and land use plan amendments.
7.
Amend land use plan to ensure all major public facilities are within 500 m by walking
or 2000 m by bicycle.
8.
Promote green transport. Provide comprehensive cycle route networks in urban
areas.
9.
Develop solar power generation to 140 MW; Wind power generation to 400-450 MW
capacity. Develop biomass power generation to 3 MW capacity.
10. Waste to energy projects to provide up to 2.5 MW capacity.
11. Implement wetland restoration plans.
12. Yanqing County daily water consumption maintained at maximum.
13. New Town maximum daily average waste water treatment by 2020 is
26,000 m
