The policy targets of the City of Beijing during the 12th Five Year
Plan include
(1) CO2 emission per Unit GDP shall be reduced by 18% from
2011-2015; and
(2) Emission reduction targets shall be allocated to different
levels of governments and departments.
In response to these policy goals, and knowing that the current
statutory urban and rural planning systems for Chinese cities
is not specifically addressing the issues of greenhouse gas
emissions, there is an urgent need to develop a low carbon
planning decision making process.
Using the Master Land Use Plan of Yangqing County in Beijing
as pilot, this planning study aimed to analyse the greenhouse
gas inventory and set up innovative tools, methodology, actions
plans, performance indicators and recommendations to support
the local statutory urban and rural planning.
This innovative low carbon planning methodology and planning
tool will enhance the sustainability of the urbanization of
Chinese cities. Setting up a local greenhouse gas inventory
as a planning tool and allowing public access to emission data
are important in involving the public in climate change and
emissions issues. The recommendations have been made
based on the legal framework of the Urban and rural Planning
Law of China and the general planning procedures for easy
integration into the current planning system, with an ultimate
aim to manage the impact of climate change through land use
planning.
北京市在“十二五”規劃中，明確定立了減排目標：
（1）到2015年，單位GDP碳排放下降18%；
（2）宏觀減排目標將分派到各地方政府及部門來落實完成。
目前，中國城市的法定城鄉規劃系統並沒有一個專門應對溫室
氣體排放的決策體系。為了配合上述減排目標，迫切需要建立
低碳規劃的決策評估流程和體系。
本研究以北京市延慶縣法定總體規劃作為試點研究，透過建立
溫室氣體的排放清單，提出一套創新的低碳規劃工具、方法、
行動計劃、績效指標和建議，以配合地方的法定城鄉規劃管
理。
這個創新的低碳規劃工具和方法將推動整個中國城市化的可持
續發展。建立地方的溫室氣體清單，作為規劃決策的工具及公
開排放資料，對促進公眾參與氣候變化及減排問題是非常重要
的。本研究的成果以國家城鄉規劃法的法定框架以及各地政府
的規劃管理流程為基礎，提出的方法和建議能與現有的規劃體
系銜接，達到以規劃管理來控制氣候變化影響的目的。
