Spread over 3,300 km2 of mountainous forests and agriculture,
along 105km of coastline, Ninh Thuan is one of the windiest,
sunniest, driest and least prosperous provinces in Vietnam. With
a GDP of half the national average, Ninh Thuan needs to make
the most out of resources to achieve socio-economic growth
without compromising its environment.
To enable prosperity in Ninh Thuan, the development of an
integrated development plan that embraces the principle of
sustainable growth is proposed, with the vision to enhance
efficiency, increase climate change resilience, and integrate
ethnic minorities while preserving ecosystem and heritage.
An integrated development plan (IDP) consisting of a spatial
and operational component is proposed in “Five Optimised
Network Systems”: (1) Economic integration network; (2)
Quality of life and infrastructure network; (3) Ecosystems and
heritage network; (4) Clean energy network and (5) Climate
change resilience network.The proposed network strategies
promote resource efficiency, low carbon economy, and facilitate
reinvestment of resources in quality of life for residents and
businesses.
The detailed master plans for Northern tourism, PRTC City and
Southern industry capitalize on the region’s three geographic
characteristics with relationship between urban and natural
space. These prototypes are applied to various Master Plan
locations and integrated to geographic context, landscape and
urban form.
越南寧順省綿延105公里海岸沿線，擁有山地森林與農業平原
土地共3,300多平方公里，是國內風力最強、陽光最猛烈、最
乾燥及最貧窮的省份之一。寧順省生產總值僅占全國平均值
的一半。為實現社會經濟增長，寧順省需盡量在不影響環境
的情況，善用現有資源進行發展。
為推動寧順省繁榮發展，我們在可持續發展框架的基礎上，
提供總體發展計劃，旨在提高發展效率，增強適應氣候變化
能力，融合少數族裔，保護生態系統及文化遺產。
我們在“五大優化網絡系統” 中建議提供一個包含空間及
運作元素的綜合發展計劃。當中“五大優化網絡系統” 包
括：(1) 經濟整合；(2)生活素質及基建；(3)生態系統及文
化遺產；(4)潔淨能源及(5)抵禦氣候變化。
我們提出的建議旨在提倡能源效益、低碳經濟，及讓人民的
生活素質與商業發展得到更多資源。
我們就北部的旅遊業、PRTC市及南部工業的總體規劃建議充
分利用該地區的地理特徵及城市與自然空間之間的原型關
係，並將這種原型關係應用於每個不同地方的總體規劃，
且根據當地地理環境、景觀特色與城市形態作適當調整。
