1st Floor Office
The new temporary office accommodation (TOA) for the
Energizing Kowloon East Office (EKEO) cum Information Kiosk
is established under the Development Bureau to oversee a new
policy initiative called “Energizing Kowloon East” announced by
the Chief Executive in the 2011-12 Policy Address to facilitate
the transformation of Kowloon East into an attractive alternative
Central Business District and to support Hong Kong’s long term
economic development. The new initiative covers the business
areas in Kwun Tong and Kowloon Bay and also the strategic
planning of Kai Tak Development (KTD).
The TOA is located at Hoi Bun Road underneath the Kwun Tong
Bypass with close proximity to both KTD and the target business
areas within Kowloon East. It features supporting facilities
such as a briefing area, conference rooms, interpretive set-
ups including models and information panels, as well as office
spaces. Apart from the exhibition of project related information,
the Information Kiosk also serves as a venue for holding public
engagement events and providing educational resources for
promotion of green construction technology.
To foster the notion of low carbon footprint through practical and
innovative sustainable measures, a series of integrated building
innovations and green features, including modular construction
approach, use of recycled and reusable construction material,
passive design and enhanced building energy efficiency, have
been adopted. As the first low carbon construction site office,
it has made a new move towards sustainable development in
Hong Kong’s construction industry.
九龍東辦事處臨時辦公室及資訊站(下稱「臨時辦公室」)，是
為發展局推行《2011-12年的施政報告》中一項名為「起動九龍
東」的新措施而設。起動九龍東辦事處負責督導並推展這項新
措施，促進九龍東轉型為另一個具吸引力的商業中心，以支持
香港長遠經濟發展。「起動九龍東」計劃除了包括九龍灣及觀
塘的商貿區外，還包括啟德發展區的策略性規劃。
臨時辦公室位於海濱道，在觀塘繞道天橋底下，靠近九龍東和
啟德發展區。臨時辦公室樓高兩層，設有講解場地、會議室、
模型和展覽資訊站及工作間等。資訊站除了展出工程項目的相
關資料外，亦可用作舉辦公眾參與活動和提供教育資源，並推
廣可持續建築科技。
項目在設計以及建築方面都帶出可持續樓宇科技概念。我們期
望項目的整個生命周期能達到可持續低碳排放水平。工程項目
主要透過提高樓宇性能，例如使用預製組件、使用回收再用的
建材、配合周邊環境的設計、提高能源效益等，以增進環保效
益。這項臨時辦公室工程，為可持續設計的應用起了示範作
用，為使用者和鄰近社區提供優質的環境之餘，亦可減少建築
物對週邊環境的影響。它亦成為本港首個低碳建築工地辦公
室，帶領本地建造業進入可持續發展的新時代。
